You cannot Select all Paused emails this is not a feature.

If you want to unpause all emails in the Queue, then navigate to the email queue and you will see two buttons on the top right

Un-pause & send all button this will un-pause the Queue and send all emails in the Queue.

Un-pause Outgoing, this will un-pause the Queue so any new emails will send but all emails in the Queue will stay paused till sent manually.
